The card can, and routinely does, 3D environmental sound stuff, and there are a number of "sound environments" you can select: auditorium, stone hall, sewer pipe, &c.
They all have a bit of an echo (except for "carpeted hallway"), and only a few will allow normal system sounds to be heard at all, but one of those few is *required* for normal system sounds to be heard. Why? No idea. Wasn't always so.
